Dean’s Graduate Fellowship: Graduate Assistantship Support for Traditionally Underrepresented Graduate Students:
Application due Friday, September 29 at 5 p.m.
The Graduate College is pleased to announce that we are once again funding up to six graduate assistantships (GAs) with the purpose of recruiting traditionally underrepresented students beginning their graduate education at Boise State University in the 2018/2019 academic year. Each award will support a nine-month GA position, providing a $15,000 salary, resident tuition and fees, student employee benefits, and GA insurance. If the assistantship is awarded to a non-resident student, non-resident tuition will be waived by the university.

Are non US citizens eligible to apply?
I just read the information, and I believe the application is for graduate programs, not students.
